It depends. Some people get colder or hotter more easily than others. I get hot more easily than most people, and it is usually aound 60 degrees F during the day.. So I would be able to wear shorts & a tank top without being hot [I just probably wouldn't; I don't like to show too much skin]

Today's the first day I saw my youngest daughter in something other than shorts and a tank top. That's just because it's raining...I think it's about 60 something degrees out, here on the desert.

It's 30 F here. But the UPS guy is wearing shorts with his hiking boots and a tank under his winter coat -- does that count?

It's about 17 outside right now! That outfit would work for about 2 seconds!

Well it's 30F here, but I am originally from Buffalo and now live in Canada, so we wear shorts all the time. I have even seen people shovel snow in shorts. Don't know if it's cause we're tough or have lost our minds! LOL

Depends on the day and mood, but usually I wear tank tops because they are comfortable and you can dress them up or down.
