Yes. Carter's administration did a study that determined marijuana should be decriminalized and released it. Even though it hurt his re-elect.

Bush has suppressed MANY studies on global warming, the ineffectiveness of abstinence only education, stem cell research, missile defense, etc and ordered they be re-written , not by scientists, but by political appointees who are told exactly what to say.

This has resulted in mass resignations of scientists from government service under Bush.
