Starting Troy Smith will get them answers they need
but he certainly doesn't look like the future of the franchise....
there really is no harm in starting Smith or Russell at this point unless they end up playing poorly and psyching themselves out
but I don't think either will develop into much more than a backup

Yes and yes. The Raiders and Ravens need to start looking to the future and they are never going to know if Smith and Russell have anything unless they get playing time.

both teams should they payed all that money get some play time out of them the best training is playing time that troy smith if the recier would have caught that throw that was right in his hands i think troy will be really good but russel i did not get to see him play yet

Why not, their quarterback play is awful. They need to find out what they have on the bench for next season. They will need the information to make wise decisions in the draft and free agency.

Absolutely. That way they would not have the remotest chance of winning any more games and would get the highest draft choice possible. This applies to both teams.
