My guess would be Ron Paul.
He doesn't accept most of his congressional allowances, nor has a PAC. In addition, he doesn't accept money from lobbyists or take junkets.
Being an OB/GYN brings in some good dough, but not as much as a typical Congressman who is "on the take."

probably kucinich. him and ron paul are both house members and they make less then senators and governors, but id say ron paul has more money because he is a doctor
