There are many good shavers out there. Quite likely the cheapest might just be that - the cheapest.
Cheapest and Best will probably not be the same for shavers. Nor does most expensive equate to BEST.
Maybe you can buy him the best one you can afford, give him the "gift receipt" with a note that says "Dad I wanted you to have the best, XYZ Brand, but this year this is the best that i can get for you. " Tell him that you will not be insulted if he returns this one and pays the difference to get "The Best".
If the one that you got him is any good at all, he will probably keep it.
Additionally ,maybe mom, aunt, uncle or sibling can help you with the deficit you face to get the BEST.

I think Braun shavers are the best, but they may not be the cheapest. They have a wide variety of models, so there is probably one that will fit your budget.
If he likes to travel, buy him Pacific Shaving Oil and a nice non-electric razor. You can't beat the portability and quality of the shave.
