If you're on dynamic IP, each time you connect, you are assign an IP address. You cant change it to a number you like, but you can change it to a different one to bypass any internet service that tracks you base on your IP address, such as rapidshare.com limitation.
If your line is a fix IP (like your workplace IP, corporate lines are fixed IP), then there's nothing you can do about that.

You can't but you can mask it. Just google Mask or hide your IP address.

Go to network connection, and renew you IP. its under connection, advanced support repair.

google it, there is software you can get that costs about 20 bucks that will change it anytime you want to. In the meantime, got to tools, internet options and delete your cookies.
