If you're on dynamic IP, each time you connect, you are assign an IP address. You cant change it to a number you like, but you can change it to a different one to bypass any internet service that tracks you base on your IP address, such as rapidshare.com limitation.
If your line is a fix IP (like your workplace IP, corporate lines are fixed IP), then there's nothing you can do about that.

google it, there is software you can get that costs about 20 bucks that will change it anytime you want to. In the meantime, got to tools, internet options and delete your cookies.
