I don't think so; but it will be interesting to see what the "intelligence community" comes up with as an explanation, and what the politicians will form as a "new law" to resolve the issue.
Actually, that was not the work of the new term "terrorist", and there are existing laws as well as medical assistance that prevent these issues from taking place--proactively.
Call 9-11 for assistance--they cannot advertise that enough. Thoughts with the victims' families.
