Because the design was not adequate to withstand a commercial jumbo jet impact and also not to offend the survivors and the victim families due to reminding them of how it "used to look". It would definitely traumatize NY and the victim's families even more.

I was there at Ground Zero just last month, and it's still depressing after six years!

Because the site is a mass grave.
They will never be able to get out the bodies of all who died there.
The spot deserves the respect due to a cemetery as well as a historical marker.

I dont know. Maybe people are just scarerd that the same thing willl happen again with them doing so.
