Maybe they are foster parents to dogs from the Humane Society.
My local one has a foster program so dogs can have a loving home while they wait to be adopted. It also clears space at their shelter.

i've had four dogs for over 3 yrs. and we're still enjoying their love and companionship. they are NOT pets, they ARE FAMILY. that's the difference. many get pets to 'fit' their lifestyle. to me it's like adopting a child and "trying him or her out" and then returning the child because he/she didnt work out. you make it work out. as a momma of furbabies you change your life for them, i was willing to be evicted for them if i had to. my ex's wife sent letters to my landlord telling them about my pets and my landlord saw my pets and the yard that looked like a dog store, with toys, kennels, wool mats, big water bowls and food bowls and he was impressed. if you have a neighbor who is that insensitive that they just 'go through' dogs like that i suggest you inform this to the local pet agencies. they NEED to put this persons's name on alert. i know the two agencies here in town do NOT put up with that. he may be going to the agenecies and not stating that the previous adoptions are "gone". you need to just make sure Pet's mart adoption services and any other are aware of the address and name of the neighbor. good luck!

what do you mean by "went through?" Are they dying? Are they adopting older dogs from shelters? Are they finding new homes for the dogs?

They know NOTHING about dogs...they probably blame the dogs for not being right when it is usually the owners that don't know how to properly train them....grrrrr

because of where i live, i would assume dog fights.
if you have any dogs, keep an eye out for them.
are they saying what is happening to the dogs?

I think you must live next door to my ex-inlaws. They like to get puppies and then get rid of them when they stop being cute, you probably didn't notice the cats they like them till it's time to get them fixed. Awful evil people they are.
