I'm not sure what it is you're asking. The Constitution was designed to be an evolving document. That's why it provides for a way to ratify amendments to itself.

However, the basic principles upon which this country was founded (as set forth in the Declaration of Independence) ARE immutable. Those are the tenets used to construct the Constitution.

So while it is obvious that the Constitution should change with the times, it was never meant to change in favor of turning the U.S. into a police state or a dictatorship.
