Depends on what you are looking to do. Do you want just a McJob to make a few bucks? Or do you want to do something that will interest you. If it is the later than perhaps you should start by thinking about a particular interest or hobby you would like to know more about.
Example, when I was 16 I wanted to learn more about bicycles, so I went to a local bike shop and asked for a job. Being without experience they wouldn't hire me, but I offered to work for free for a couple of months to learn the trade. They accepted my offer and I ended up working there for a couple of years. I didn't get rich by any means, but I made decent money for a teenager. It was also a skill I learned that I could use for many years to come. When I needed money to pay for college I could always find work at a local bike shop to pay the bills.
There are lots of other examples that if you have an interest in any you could do something similar. Like flowers? Try a florist. Like to bake? Try a bakery or a cake making shop. Like interior design? Try a small boutique shop.
None of these jobs are going to make you a whole lot of money, but it sure can be a lot more interesting and rewarding than just you average McJob a fast food joint or coffee shop.

So far 3 people have suggested that you work in a coffee shop. However, I'm willing to bet that those people don't work in a coffee shop. Therefore I can assume that they are basing their suggestion only on their liking of coffee.
I'm 16 as well, I work at Gloria Jean's, and it sucks. I would never suggest that anyone get a job working with coffee. It is fun at times, but it is sooooo busy and there are a lot of things to know about it and a lot of recipes to memorize. Plus, if you don't already drink coffee you will become addicted to caffeine within weeks of working there.
Your best bet would be working at a retail store in the mall in your town. Not too hard of a job and you get discounts!

Definately a food establishment where you can earn tips. I've always made the most money with a tip income.
Since you've never waited tables before you should try to find a job and a local eatery that will hire inexperienced servers.

,,at 16 your hours will be limited,,,you could be a Hostess at a restaurant on evenings and weekends,Some places will tip their hostess, then you will get a paycheck and tips,,,Or maybe because of the season you could go to your local mall and be a Gift Wrapper( but only if your good at wrapping) or maybe a hair salon as a shampoo girl,,,that's a great job because your hair will always look good,,,Maybe a Hallmark store,,that's a lot of fun and then there is always the Fast Food industry....good luck and have fun!!!
