You can do this on the cheap using IPSec built into Windows. Also, PPTP (with a stong password) can be a good solution, also built into windows (even XP). I've been using OpenVPN, and SSL based VPN, on DD-WRT, it's fast and support 2048 bit encryption. DD-WRT also has a built in PPTP server that's easy to use. The main thing with PPTP is using a strong password. If you couple it with a RADIUS server you can build a safe and secure VPN solution using a Windows domain.
To setup a PPTP connection in Windows XP go to network connections and select "Create a New Connection" on the left side of the box. Click next, and then select "Setup an Advanced Connection" The next option should be "Accept Incoming Connections". You'll want to select "Allow Virtual Private Connections". After that, select the user account you want to be able to access your computer (you may need to setup another user account). After that, click next a couple of times and finally finish. You now have a VPN connection. One thought on that though. Make sure you port forward in your router to ensure connection.
BTW, DD-WRT is an awesome way to get some high end features out of a cheap router.
