Go down to your local Staples or Office Depot and look around. There is allot of very cheap ($10) software for card design.

When using Card software, you normally are using Standard Clip Art that is available all over the internet. The use of this will allow you to make a pretty standard christmas card, like you can purchase about anywhere.
The use of one of Adobe Programs will allow you to design and make cards that are of your design. ( Not Common)
