During the daytime, the image quality is great, but nighttime viewing is impossible since the reflection from the night-vision IR lights reflect off the window the camera is pointed out of. Any suggestions as to how I can coat the small portion of window to block the reflection while allowing the camera to see through it?

Depending on the camera angle, you could get some nast glare.

Actually, a circular polarizing filter fitted to the camera's lens would probably do a better job of cutting the glare/reflection. You could also change your camera mounting point and put the whole thing behind a sheer black cloth much like a sniper's hide for shooting from inside a room.

Try using a polarisation filter. You can probably get one for that camera Or you can get a cardboard tube and tape the tube to the glass and then stick the camera into the tube. This will stop any unwanted image or light from getting into the lens

Play with the angle of the camera until you find the one that wont catch the reflection.

glass is opaque to IR waves. the glare will be there until the IR source is turned off.
