PR is a possession of the US but not a state. The citizens there are US citizens but, still, PR is not a state. They pay no income tax nor are they given a vote in Congress (just representation).

It is a country with a free association compact with the US as a commonwealth or free associated state , since 1952,, they have their own government and constitution, national flag, national anthem and olympic team, int. representation as well. This compact allows Puerto Ricans to receive some benefits like financial aid while the US gets some benefits like military bases. the compact is not permanent, and Puerto Rico has the right to self determination,

They are a commonwealth of the US. They are not a state but they are considered US citizens they don't pay taxes and they are protected by the US. But our gov. hasn't been the kindest to the people of Puerto Rico, they tried to sterilize the lower income women, and have moved a whole people out of their native land so the army can blow things up.
