Water and Oxygen are probably locked up but the atmosphere is too thin so needs some greenhouse gasses to trap more heat and build up a warmer climate

I do not believe Terraforming would work. But those who do think it would work say the idea is to release some kind of microbial life form, possibly one genetically engineered for the purpose, to make oxygen in the atmosphere. But Mars has more problems than just lack of oxygen. It is too far from the Sun and so is too cold. There is no enough water and other elements on the planet to support such a massive amount of microbes as would be needed. And Mars has no magnetic field to shield it from space radiation.

The first problem we need to deal with is that we are un-terraforming Earth. Global Warming "uses" exactly the techniques of atmospheric modifications we would use to warm up Mars. Except that in this case it is going to kill a perfectly livable planet rather than make an unlivable one somewhat more attractive.

add sustainable irrigation, then plant atmosphere enduring, edible agriculture. All inside a dome that won't fry. Then build one mean science university
