What I 'm getting at is: Has it ever been constructed and by which countries?

As far as I know the US was working on one when a treaty with the USSR stopped it. The neutron bomb is the best nuclear weapon. It kills all living things in its radius. This includes people, trees, bugs, and anything else that lives. It also has the least amount of physical damage to the area it strikes. Within a week people can go in and clean up the area with no ill effects.

Yes, the Neutron bomb (more correctly termed an "Enhanced Radiation Weapon") was designed and built. I know the US had it back in the early '80s, but they have since been dismantled as part of the SALT/START treaties with the former Soviet Union. The Soviets may or may not have had their own version. No information about any other nations.

A "Neutron Bomb" is very similar to a more traditional fission weapon, but the design is such that the fission reaction results in far less "BANG", and more of the fission-related neutrons are emitted on the target. The idea was that it would kill or disable soldiers in the target area, while not damaging the equipment or terrain as significantly as a classical A-bomb.

There is such a thing, but it is nothing like what is seen in science fiction morality shows.
The atomic bomb is a "single stage device".
If you wrap a single stage device in a shell of fissionable material, this creates a "two stage device", or neutron bomb. Keep in mind that it still has a perfectly good atomic bomb inside; therefore, it does NOT "kill people and leave buildings intact" as mentioned in many sci fi shows and movies.
If you add a large quantity of deuterium and tritium to a two stage device, you've made a hydrogen bomb.

Yes, we have developed a device such as this, I don't have privy to which countries know about the construction of such a device, and ignorance is bliss.

a neutron bomb has a neutron in it but a protein bomb is better for the body as it give you the needed daily intake....i try to avoid any neutrons if possible. the fat ones are juicy tender so i would suggest trying one of those.
