Professor Zikzak is closest to being right.

On Venus, the sun rises in the west and sets in the east. The same happens near the equator on Uranus. On Pluto, not a planet, the sun also rises in the west.

There are likely also some satellites and other solar system objects that rotate the wrong way. perhaps someone else knows which. But I can name at least three places!

Why doesn't it usually? Because the earth is rotating around its axis such that the East side always rotates toward the sun before noon and away from the sun after noon.

So the North-pole is always more-or-less parallel with North on the sun...and the "sideways" spinning of the earth causes the sun to appear to rise sideways (IE at a perpendicular) from anywhere approaching the equator.

Where does it? It never really does...although if you look in the West facing furthest away from the perpendicular IE the poles (North and South poles, that is) it will barely seem to rise at all...and that would likely happen when which ever pole (and side of the pole) you are at is leaning away from the sun...it depends not just on the location but also on the season.

Maybe on Bizarro world. Outside of the realm of comic books, though, nowhere. One definition of the word 'west' is: place where the sun sets.

at either center axis of the planet you can look west and see the sun rise (at certain times of the year?)?

If you are within 23.4 degrees of the north or south pole, the sun might rise, sometimes, in the west.
