There is no more Soviet Union as stated above, but it was bordered by Pacific Ocean and Arctic Ocean.

It also had borders whit Black Sea and Baltic Sea, but they are not Oceans. Oh and there was Caspian Sea and White Sea, but they are really lakes.

Could it be a trick question? the Soviet Union hasn't existed since 1991. But it was bordered by the Arctic Ocean and the Pacific Ocean. Maybe a tiny bit by the Atlantic too.
