The Spanish really didn't have an education system for the Filipinos.

The country at that point was unindustrialized, and not even united as a whole culturally.

It had only a few cities, most of the people lived in tribal villages.

Today its a mostly modern nation with a real system of government and education. The difference between that and the Spanish form is almost immesurable.
