In the business world, promoting from within can provide benefits in several areas:

Recruiting - Being known as an employer who offers opportunities for career advancement is attractive to prospective hires. Interviewees are impressed when they meet employees who've steadily moved up the ranks.
Retention - When new employees see that opportunities exist for them and that there's a track record of hiring from within, they tend to stay longer with your company.
Cost savings - The cost of recruiting, interviewing, and onboarding new employees can outweigh the cost of training current employees for certain new skills. It can take internal candidates much less time to become effective in a new position because they are already familiar with the company culture and its goals.
Flexibility - Newly promoted staff can assist with training their replacements. They are available for questions and can occasionally fill in at their old position if needed in emergencies.
Culture fit - Existing employees fit in with the company culture (or else I assume you would not be promoting them). Conversely, despite the most probing interview questions, you're never positive about whether a new hire will be a good culture fit or not.

Internal is better because the person in question already knows the rules, and the company also knows what type of worker this person is. The person in question in general will not require additional training unless there is a significant change in duties. If the company hires from the outside they are taking chances because they don't know what type of work ethic the outside person has.
The primary situation I can think of where outside is better is when there are no internal people with enough qualifications or experience to handle the new position. The other situation is if the company has too much work and not enough staff to handle the load.

The problem with external you have at best an excellent resume and some references.... Which are usually the people who will say good thing about the worker... If you go from inside you already have a good idea about the work ethic, dependability, reliability, etc.! Seeing a person in the element instead of on the other side of the interview desk I think gives you a lot better picture of what the person is really like! I can write anything about myself on paper but if I can't show it on the job you just wasted your time interviewing and training me. And now you have to start all over again if it doesn't work out!
