This question is totally meaningless as it is not possible for anything with mass to travel at the speed of light.

But, assuming that only some of the laws of physics apply, the light from the headlights would move away from them at the speed of light (relative to the headlights).

An observer in an inertial reference frame would not observe anything as they will be busy changing the radio station in their car or possibly making a phone call.

You would not be able to have head lights on a car that travels the speed of light. Or wind Shields to see out of. Coordinating a mass to move that fast requires almost solid closure.

If it is like throwing an apple form a car the object would take the velocity of the car plus the velocity of the throw. So maybe the light will travel at the speed of light plus the speed of the car (the speed of light again). But i doubt it

no it will not make any difference. The light from Headlight will still travel faster than you by Speed of Light. This is as per THEORY OF RELATIVITY

A car has mass. You can't get anything with mass to the speed of light at it requires infinite energy.
