To put ones foot down means to demand action in ones favor. Usually with a threat of reprecussions if not heeded.

The children were being loud until father put his foot down. They were quiet after that.

To put his foot down means to reprimand, remind, demand someone with a theat,,meaning if the task or job isnt done or fulfilled , she or he will be ready for its consequences and worst if not accomplished, there might be some punishments or fine waiting..............

Here is an example in contextualized idiom:

Finally the manager of the company put his foot down when his subordinates did not comply on time..........so they didnt update the job, so they might be put into trouble...........

If someone puts their foot down, they use their authority in order to stop something happening.For ex.
He had planned to go on skiing on his own in March but his wife had decided to put her foot down.
In the line given by you ........though he had authority to stop the activity, it appeared that he did nothing to stop it.
