Technically you won't get "frost bite" at 46 degrees. But you might feel cold especially if it's windy and you aren't used to temps under 70, so a jacket is a good idea.

Hey I am in Southern California where it is normally 120 degrees and its 38 degree's right now...I am in bed with my electric blanket, my pj's, my robe and hot chocolate... Dude! I am freezing!

I'd wear the heavy coat...but not worry about frostbite.....shoot, if it were 46 here...people would be wearing shorts!
