Have you got your figures right? Do you mean that 76% graduated and 25000 DIDN'T?
If 76% did and 25000 did that means that 76% is equal to 25000 and that cannot be divided evenly. The answer to that is 328.94736 and that can't be. If 76% graduated and 25000 didn't then 25000 is equal to 24% and that is not right either.

76% = 25,000

25,000/76 = 328.94736842105263157894736842105
which is 1%

x 100 = 32894.736842105263157894736842105
which is 100%

So 32,895.

Note to Marcus Paul answer above:

You ate 75% of your pizza, which was 3 slices. How many slices in all?
It is obvious the answer is 4.
Going on MP's logic, the answer would be 3.75. Which we all know is wrong.

let total no of students = x
76% = 25000
24% = ?
= 25000/76 * 24
= 7894.7
Total = 25000 + 7894.7

When trying to establish a number without knowing the gross number (total sum) as in this question, you would multiply the net number against the percentage, and this will provide the answer you seek.

25,000 * .76 = 32,894.73 total students.

Hope this helps!
