we have the curtain, the inner sheath rod, and the top canopy rod. The windows have about a 2 inch frame inside. the curtain rods we got that should fit are too small. and how far out to we extend the curtains?

Inner "Sheath" rod? You mean a rod for "sheers" behind a drape?

I'm confused as to why your purchase doesn't work?

There are multiple ways to measure certainly; and dependant on the hanging/fixturing you have or want to use.

The "Frame" or inset shouldn't have curtains the that area; though Mini Blinds are often inset.

Define the width of a window, and the fit of a drape/curtain; then apply that to hardware that will span beyond the actual window width.

If the window isn't "framed" with molding on the interior wall; it will be framed with studs behind any drywall, and that area would be your point of attachment.

Example: If a window is 30 inches wide; and you have single stud framing on either side; then you can assume the viable attachment points are approx. 31 1/2 inches apart; to be on center to the studs. Then assume a measurement on the top of the window; depending on the style of drape and hardware. Use a long level or straight edge with a level; Install whatever bracket types you have; rod/track hardware you need; and set the curtains/drapes.
