Because, if you don't say it, then the person to whom you are speaking won't know that it DOES go without saying. I agree that it is a rather clumsy phrase; and 'it is certain that..." might be better.

Yeah, that's annoying, like someone who says "I was gonna say..." and then says it anyway when he actually means "I AM gonna say..." and that's just superfluous.
