Register with the TN DOR and they'll set you up with everything you will need to know. You must register first before you can collect and render sales tax.

If the city also has a sales tax, then yes. The business is mandated by law to charge the state and city sales tax rates. Some receipts print the %ages, others just print the $ amount. The $ amount must be printed. You can figure out the %age from the receipt.
