What are they key components to IDEA 1990(PL 101-476)?

You have asked a question with a huge number of answers. Please be sure you do some reading on your own because no one can possible answer your in such a small space. You can go to the Wright's Law website to read things relating to IDEA. Incidentally, this law was reauthorized in 2004, so your question is really out of date.

However, here a a couple of the components

Least Restrictive Environment - The right to be educated to in the least restricted setting as is possible for a given disability. Special schools are most restrictive, followed by special class, resource and full inclusion.

Free and Appropriate Public Education. Free is not the thing that causes the most issues, it is the word appropriate, which is for the IEP team to decide and often the parent's don't agree, which can cause lawsuits.

There is just too much to discuss here. Please do some reading or youi will not understand the Act.
