It should do. If the drive is an external hard drive with sufficiant space, you should be able to install windows on it and then select that as the boot drive.

You can also run certain versions of linux from cds without installing on an external hard drive, but it really depends on your requirements.

External hard drives are for doing backups of your internal hard drive(s).

To add a new OS to your system, install a second (Slave) hard drive or create a second partition and Dual-boot to your choice of OSes.

For example, I run Linux Mint on a 2nd 40GB hard drive and Mint allows me to access all my Windows partitions (160GB).
