No the people themselves should be blamed for poverty.

Governments play a role but are not solely to blame, they are just to much in the pockets of the big businesses to be able to control them.
Consequently the big companies fix the prices to the extent that they can sell things really cheap in the richer countries by forcing down the price they pay for goods in the poorer countries.
This has the knock on effect of putting smaller companies out of business because they can't compete, which in turn creates unemployment in the richer countries.
There will always be those that choose not to work, but they are in the minority (I think).

No, because most people living in poverty are used to it.

Change would require work and most of those people are content with the way things are.

Sad but true.

Which government? If you're asking about the USA, absolutely not. There is no reason anyone needs to remain in poverty here. People make choices -- THEY are to blame for their choices, not "the government".

i think to some extent yes. the numer one cause of
bankruptcy in america is medical bills.
some form of government sponsored health care could
eliminate that problem.
