Teachers are allowed to accept or reject work turned in which does not meet standards which are usually published in the school handbook. Teachers may also hand out a syllabus which further details their expectations. If it's covered by either, your friend is out of luck. Just for argument's sake, what if the teacher is colorblind and can't make out your friend's writing? Nothing turned in rates a zero.

ya, it has to be in black or blue. Teachers find it hard to read a test that is done in green. the teacher should of tolled the kid about that before giving him a zero.

Yes, it is. Where do you draw the line regarding colored ink? Pink, purple, pearlized, etc.? Teachers need to be able to read what the student has written. Teachers can refuse to read a paper that is illegibly written. Can't read = can't grade it.
Why was he writing in green?

It might be, if the teacher's expectation is to have students take their exams in certain colors of ink. In college, it is not unreasonable for professors to allow only black ink, or certain kinds of paper, etc.
I would think if the teacher never expressed this expectation to his or her students, the student could appeal the decision and plead ignorance.
