I'm no expert but I would say you would have no problem at all with playing the Sims 2 with a PC like that. But it mostly depends on what kinda of graphics card the PC has. Can you tell us the name of the graphics card that the PC would have?

Hi again your not giving us the details of the graphic card, the other specs of your machine are fine, click start, then right click on my computer it will then tell you all the system propeties, tell us the graphic card make and name i can then help

go to the start menu and click on run (assuming your usingwindows)
then type in dxdiag, that will show you all the hardware in your computer check the video card and see if it matches up with the one in the above link (If you don't know edit your question with which one you have)
