Admiral Yamamoto, who directed the Japanese attack on Pearl Harbor on Dec. 7, 1941 used that reference. Yamamoto said that, although the attack on Pearl Harbor was (for the Japanese) an immense success, he feared that all Japan had succeded in doing was to waken a sleeping giant. He meant that up until the attack on Pearl Harbor the United States had remained pretty much of an isolationist nation but that after the attack the United States would rise up like a giant and that Japan should fear the strength of the United States.
Yamamoto was right.

Usually means something or someone with great potential that hasn't quite figured how to, or has lost the zeal for doing whatever they are good at. Example..9/11/ woke the sleeping giant and this giant has taken the initiative to stop terrorism.

I am not familiar with the term "sleeping giant", however I would think it comes from the same idea as "Let sleeping dogs lie". That saying means not making trouble for yourself if you don't have to, and not making someone angry by stirring them up.

The Lutheran Church Missouri Synod is often referred to as the "Sleeping Giant." The "sleeping" part is a comment on how passionless and somber the services tend to be. "Giant" refers to the enormous membership the church has despite that fact.
