Texas:

Family Court System
Property Taxes
Immigration
Require all non-felons to be trained to use a handgun, own and carry it. Open Carry, not concealed (Exceptions for not being able to afford a handgun)

South Carolina


Probably the biggest thing I'd work to change is the laws governing employer/employees. Things like workers' compensation, wrongful terminations, etc.

South Carolina laws favor way too much the employers, and basically let them get away with anything they want to do. No company down here ever is forced to pay workers' comp if they don't want to do so; if they don't do it on their own, they almost always win in court. They are allowed to fire anyone for any reason, but when it goes to court all the laws prevent the worker from providing any type of evidence to show they were wrongfully terminated.

This causes all the good workers to leave, and with the added problem of all the formerly strong businesses (like manufacturing and textiles) now leaving for other states; it is really slowing down the economy in South Carolina. With that comes lower tax revenue as there is lower wages and fewer employees to draw off of, and so the schools lose money and education levels drop.

Mississippi has similar problems, that is why both Mississippi and South Carolina always wind up rotating being the last two states in the union in both education and economy.

Utah:

Get rid of the Mormons
Change the Liquor Laws
Do away with "Private Clubs"
Open some Strip Clubs without Pasties
Take the Pasties out of the Strip Clubs already open
Get rid of the Sales Tax on food
Tax the rich instead of the poor
Fix the Family Court System (Good one Eric)

NY - Lower taxws!!! Smaller government. Everything gets cut.
