only two taxes that seem like they would be fair, a flat tax or a user tax.

Let's just reverse the Bush tax cuts. That would be fair to everyone but the tax cut and run Republicans.

I am opposed to it because it is inherently unfair.
Taxing consumption results in the highest rates of tax applying to those with the highest propensity to consume. Since propensity to consume falls as income grows the result is the poor and middle classes wind up paying a higher effective rate of tax than the rich.
To call such a system "fair" is an insult to the concept of intellectual honesty.

What is fair about it? The middle class would actually be paying higher taxes if it was implemented.

I am thinking of a VAT (Value Added Tax) or national sales tax.

It has CONSIDERABLE possibilities but BEFORE I would endorse it totally I want to know HOW the percentage rate is set and by WHAT criteria it can be raised.

It is quite easy to get us, the electorate, to endorse such a plan at such and such a rate NOW, but what is to keep them from raising the rate later on.

I think some HIGH threashold should be estabished (such as a 3/4 th plurality in both chambers) for the rate to be increased. Also, watch out for slight of hand when it comes to them wanting to "index" the rate. NOT a good idea at all.

user taxes are the fairest.. poor people pay way too many pass along taxes and get no credit for it. they pay property taxes in their rent , democrats wont lower taxes on the poor it will take money away from the government.
