Well, If she actually passed blood through her urethra, and not her vagina, it would probably be something along the lines of a kidney stone. If she was passing blood through her urethra because of a kidney stone or an acute urinary tract infection, it would be accompanied by a lot of pain. I would make sure that the bleeding is not period related; she might be close to her period and spotting, but not bleeding fully. If she doesn't start her period within a couple of days, it continues, and there is any pain involved, I would definitely advise her to go to the doctor.

I think the clot came from her vagina and not from her urethra. Is she having her period or did she just end it? This is very common to pass clots when you are menstruating and you urinate. The pain she is experiencing could be cramps. BUT, if she actually have blood in her URINE and the pain is not characteristic of menstrual cramps, she should go to the ER to have things checked out.

Set an appointment for her tomorrow to see a gynecologist or a urologist. Blood in urine is not healthy. My brother had this and he was later diagnosed with cancer in his right kidney.

If it hurts when she pee's then it is most likely a urinary tract infection.
She needs to go to the doctors asap.

Have her see a doctor - it could be a UTI (urinary tract infection). Those hurt, and can cause kidney problems if not taken care of as quickly as possible.
