Both weigh the same. 1 kilo of sand and one kilo of cotton would weigh the same if they are kept in the same medium. Because kilo is the unit of weigh so they both weigh 9.8 newtons in air in earth. If sand is weighed in water and then you get 9.8 newtons then the sand would weigh more.

neither they weigh the same, a kilo is a kilo, just like a 1000 pounds if feathers and a 1000 pounds of bricks weigh the same. its a 1000 pounds.
