I recently got into a car accident and the person that hit me left, came back after 5 minutes then exchanged information. He must have came back because his license plate fell on the ground when he crashed into me. Is that still considered a hit and run since he left?

yes, the only reason that he came back would be to get his tags and so you wouldn't tell the police.. so yeah, i would def. tell the police the kick his ***.

Definitely.. Make sure you report that he left the scene, then came back to the police.

Yes, but realistically, unless he confesses now, it is over. You should have called the police when he left. No one will do much now.
