I have already told her that what she would be doing is wrong and illegal. She won't listen to a word I say. I know it is wrong, but try telling her that!

as a parent i am caring and loving. does anyone else feel the same as the last person? she has boundries like everyone else ie-not aloud to do what she wants whenever she wants. How do you think what it felt like when she asked me that question? I came on here to ask for help I didn't know that I was going to be judged by the question I asked. To people that have teenagers what would you do?

Just tell her, as long as she is under your roof, the thought of having sex is illegal. It's so scary that kids are thinking about this. At least she asked you though. If I had a daughter, I don't know what I would do in the situation. I would probably scare her with all the consequences of having sex.
When I was younger, I never understood the phrase" Don't have sex until you are married" until now. I figured as long as you are careful and use protection, the phrase never mattered to me until now. For me personally, it's about emotional baggage in a relationship that did not work out and many other things along that line that I am starting to consider.
Take her to her high school guidance counselor.

Telling teens not to have sex is like trying to stop a herd of stampeding elephants with a traffic whistle. every fiber of their being is screaming "DO IT DO IT DO IT" and there you are saying "... no ..." in a tiny voice. Hardly even a nuisance.
The best approach is education. Make sure she knows more than you ever wanted to know about sex and the consequences, and that will make her more likely to wait a while. Not just horror stories, but real information about every aspect of sex, pregnancy, diseases, responsibility, biology, laws and relationships. Studies show that teens with more sex education information are more likely to wait tahn teens who are just taught abstinence.

First of all, I HIGHLY DOUBT that any parent would ask this question about a 15 year old child. There's no way you would want to know if it's legal if you were actually the parent. Instead, you'd tell your daughter to keep her legs closed because she is far too young to be having sex and her boyfriend has just become a teen he definitely shouldn't be having sex.
And no, it isn't legal.

legal don't have a damn thing to do with it, you're the parent, why in hell are you on here asking such stupid question as this. haven't you any authority? do you know what a parent's duty is?
it sounds as if you have just allow your daughter to do whatever and whenever she please. you suppose to set an example for her, you seem to have fail at that...
these are kids you're talking about, 15 and 13 and you want someone to tell you what you should tell them, that's ashamed in itself, that you are such a non caring, unloving with no understanding of what is good or bad for these kids...........
no doubt, this is the most stupidest question i have ever seen here, and coming from a brain dead parent, i can see why it was asked........
you need to tell them it dumb to even think of engaging in sex at this point in their lives......if i was the parent of the 13 yr/old boy and knew you ask this or even consider it, i would come to you and do unto you a good DEED. ......someone need to step in and give help to those kids, you can't.........just pisses me off knowing that you have kids and in your wildest imagination have no ideal on what or how to teach them.........i'm not saying no more, cause i'm already steaming.......

Who gives a damn about legal?
She is a child and you are the parent. Act like it and stop trying to be her friend.

i dont want to see the question from in couple months like that:
"my daughter is 15 and she is pregnant from her boyfriend who is 13 she wants to know if its legal to do abortion?"
Save your daughter! and ask her if she watched a lot of pornography
