Hitler's way was quite effective... but completely the wrong idea.
One-child-per-couple laws seem to work pretty well. But you can never really make people stop having children. There will always be people that want more children and people that get bad birth control.
You could secretly put birth control hormones in the food, like they're doing for the pigeons. But once you watch Children of Men, this will seem like a bad idea.

Obviously the problem is convincing people to have less kids. So pay them. Give them cash money if they stop at one kid. If they have another, you take it all away from them. If they have spent it, you take away their house, car and whatever, and leave them sitting beside the highway in Yucca Flats or some similar place. Problem solved. The vultures get fed. The high price of housing goes down. It won't take too many examples for people to stop having a batch of kids.

1) Don't bother recalling toys from China.
2) Put hormones in milk of countries we give food to- it is put in our milk and seems to be causing an increase in infertility.
3) Education: if you cannot feed and care for off spring, don't keep having more children. (We neuter pets, why not people who are unable to care for themself and their children, ie drug and alcohol induced poverty/poor health).
4) Do nothing and let nature take its course.

provide condoms to poor countries...education funds... but i personally like the idea of banning sex in overpopulated areas.
