Today, Based on the date, but midnight is considered always in a present tense. If you want it in to use as a past tense better say "last midnight".

Midnight is 12am so it's tomorrow.
The 24 hour clock resets after 23:59. It goes to 00:00 at midnight which signifies the start of the next 24 hour time period.

It is always today, tomorrow means the day after this one, like yesterday means the day before this one. If you are asking when the date changes, it is at 12 midnight, so (for example) 11:59:59 is the 10th, and 12:00:00 is the 13th.

The next midnight from now is 00:00:00, which is technically tomorrow. An arbitrarily small but finite time before this is today.

In actuality, midnight is 00:00 military time, so its this morning.
Its commonly used as tonight though.
