Sars, Washington D.C. isn't a state... Connecticut came up with a compromise, but did it make the Constitution the supreme law?

None. The Constitution is not the supreme law of the land. That consists of the Constitution, the laws of the United States and all treaties made under the authority of the United States. If you are referring to ratification under Article VII of the Constitution, then the answer is Delaware, which became the ninth state to ratify.

Connecticut came up with a compromise between Virginia and New Jersey after the articles of confederation failed.
