Why doesn’t uranium ore spontaneously undergo a chain reaction?

It's two diluted. For each neutron emitted, there must be, on average, at least one induced neutron emission due to neutron capture in order for there to be a chain reaction. There are too many other atoms around that can capture neutrons instead.
