I've never heard of a single state in this century that does not allow a woman to check books out from her local library as long as she has a card at said library. As long as you have a card to the library you want to get books out of it does not matter if you are a man or a woman.

I believe the correct answer to this would be "all 50 of them." It's like voting--women have the right to vote in all 50 states, believe it or not. Some time around 1919 the United States government began to recognize that women had brains and started treating us like the human beings that we are. So we are allowed to vote, own property AND check out books--and in all 50 of these wonderful United States.

Why do you ask?

It's possible that there are some states that still have laws on the books restricting who can borrow books from public libraries, but I'm fairly certain that there are no places where such laws have any legal force. Such a law seems likely to be unconstitutional.

So according to actual practice the answer is all of them. By the letter of the law, my answer is that I don't know.
