This is an interesting question. The Ultra Classic Electric Glide comes closest to my needs. Big touring motorcycle. The new 96 cubic engine mated to the new 6 speed transmission is a great combination and makes up with the lack of oomph from the previous engine. This is not my opinion, this is the observation made by a co-worker that purchased an Ultra about 3 years ago and had the Stage 1 kit installed before it left the show room floor. The other Harley I would like to own would be an 8 valve board track racer from the 1920s.

I can't say specific to the Harley, but I had a device that fit between the throttle grip, and the starter assembly. You got up to speed, and set the device, and it keeps the throttle open. It worked OK, but had a tendency to slip after awhile making it necessary to reset it.
There also is a device that fits around the throttle grip that allows you to hold the throttle open with the fleshy part of your palm (Cramp Buster is one brand).
Neither of these devices is a cruise control such as in a car that will maintain a specific speed, but will help with long distance riding.
Personally, I prefer the cramp buster type device.

cruise control on a Fatboy? No, there's no room to install it.
There are various aftermarket throttle locking devices and there are varous paddle type devices that either fit on or replace the throttle grip.

as far as I know there is no aftermarket cruise system that you can retrofit on your scoot sorry just use the throttle set screw
