When your body cells are not getting enough oxygen, such as when you are strenuously exercising . Lactic acid builds up in the muscles, causes fatigue/pain. The person is functioning on an anaerobic level and is said to be in "oxygen debt". When the exercising stops, enough Oxygen is available, the "debt" is paid, the cells operate aerobically. Lactic acid is now biochemically oxidized and eventually converted into carbon dioxide & water as waste substances. The fatigue subsides, and muscle function is restored.
