Their faces are covered/disguised/masks. They are unafraid to approach. They often don't speak. They exhibit traits we are taught as children to beware of.
Our bodies react to the generalized masked stranger coming up to us.

They don't look normal. Their paint jobs make them look surreal and abnormal. Their faces often have the white look of someone who's deathly ill or dead. Their hair is colored in a way that doesn't fit a real human being, so they don't quite seem human. Plus, their face paint makes it impossible to read their facial expressions, to get the normal "body language" clues that help us to understand what someone is really feeling or how to understand the intent of their actions.
They don't act normal. They behave in strange ways. They may be trying to get laughs, but their actions scare some people because they just can't be trusted to act normally. Especially if they pull some sudden move, such as suddenly throwing a bucket of something at you.
Past experiences with them. Most people first experience clowns when they are very young. Often they are so young that they don't understand what they are supposed to be, why they have strangely colored faces and hair and wierd clothes, why they act strangely, and what they are up to.
Once they get old enough to understand the whole idea of clowns, the first impression gained at a younger age of clowns being abnormal and hence frightening sticks with them. First impressions are hard to change.

A question I had pondered one night when I saw everyone saying bad things about clowns. I asked, "Why do people hate clowns so much"? Needless to say I got a violation for this one. Nothing scares me about them. Hell, I have a nose like a clown and people love me!

I honestly don't know. I have never been scared of/by clowns (although our daughter is and she can't explain it. But then, she DID see that Stephen King movie "It" which had a really creepy clown in it...).

its the scary movies with the clowns that leaves people paralyzed. It left me scared for 2 years I was scared to go in the bathroom. l0l For real though.

A weirdo who would dress like a clown to lure children so he could rape and kill them. Buried several under his house..

i wasn't afraid of them at first, but if you really think about it, they actually are kind of scarey, those fake painted faces,and the loud toys, and balloons(I am afraid of balloons) plus, you never really see know who they are under all that make-up, they could be axe murderers or rapists, u-uh I steer clear of the clowns
