it was raining he was soaking it up like a sponge, he had a lower leg cast on and trying to change a flat tire on duely wheels. The CHP was writing a citation, he was wearing uniform rain gear. I think the motorist broke the law and will need to answer to a judge, but the officer will eventually have to answer to god.

Just because the guy had a cast on doesn't mean he didn't deserve the citation. And, by the way, the CHP is not required to help perform maintenance as part of their duties. No one told the guy to get out in the rain and change the tire right then. Seems like you are mighty hard on the CHP for doing their job by drawing such a negative conclusion in such a short period of time as you passed by. Could you have helped change the tire as well? If not, you could have offered to at least hold an umbrella.

The "Law & Ethics" about this situation has something to be desired, doesn't it? I'm wondering how ethics is taught in a criminal justice course. Whose ethical values are they basing their actions on? I bet the course is based on relative truth... whatever is true for you at the time, must be right.

Why didn't you help the guy change the tire? I didn't know the cop was to change tires. How do you not know that the cop asked to call him a tow truck and he refused service?
