The outer shell can be made of several different materials. PBI is the standard now, but Nomex was the standard up to several years ago. No matter what material is used they can and will still burn. There is also a vapor barrier and an inner liner in fire gear, they are made from several different materials as well. I recall having read somewhere that they are made with asbestos fibers.They do not burn easily and are bad conductor of heat.
